Hi All,
I have a CF-29LAQCUBM with 1.5 GB ram running Windows XP Service Pack 3. Lately the clock speed of the processor has been fluctuating between 1.6 and 299 Ghz. Even now when typing this post and running off of AC power I'm running at 598 mhz. Any help would be appreciated. Thanks

Hey...
It sound like your power setting is set to dynamic switching. This will allow the processor to throttle up or down as needed. -
I am running Ubuntu. Right now I am set "On Demand" and running at 600 MHz (67%). I consider it normal. Runs along and then occasionally bumps 1.6 GHz as needed.
I hope your 299 GHz is a typo.
In cases of "decreased" clock speed consider the temperature of your unit and check/replace the thermal pads. There are several posts on the subject.
Also mentioning the means by which you are obtaining this data would be helpful.

I have Panasonics CPU Idle Setting software and it's currently on performance. Under the power scheme in windows the selected power scheme is "Always On." I'm obtaining the data by continuely montioring system properties. The 299 mhz is unfortunately not a typo.

Have you had the bottom off and checked the thermal pads? Smoosh (technical term) the pads together and re-try.
M the Dwagon did a post on heat and cpu's.
Or the settings in my system could be rule of thumb and yours more accurate.
I haven't heard of settings below 600 but I'm new at this.

Welcome back to the left coast.
I was gonna ask how to turn my units up.
If you "go there" I recommend the frozen cpu pads again in the limited time I have used them. I use them with-out Arctic Silver when new and with AS when re-fitting. Arctic silver lightly applied may be all you need after the smoosh. Depends on the condition of your pads.

First, I'd like to start off by saying thank you to everyone on this forum. It was because of your guidance I was able to fix the issue. I purchased from Frozen CPU the Fujipoly Premium System Builder Thermal Pad - 1/4 Sheet - 150 x 100 x 1.5 - Thermal Conductivity 6.0 W/mK pads. Removing the bottom cover of the CF-29 I covered the whole heatsink with the 1.5 thermal pad and replaced the remaining thermal pads with the 1.5 as well. Needless to say, the Toughbook no longer over heats and the CPU clock speed no longer fluctuates and there is a noticeable difference in performance….it is much better.
