The touchpad on the toughbooks will move the cursor but the cursor will erratically jump around, and not go where you want it. It will act like the cursor is stuck in one location and the mouse pointer will snap back to the same location if you try to move it with the touchpad. The unit is a CF-30 running Windows 7, I just upgraded it to Windows 10 and I'm having the same issue so the problem is hardware nor software or drivers. Any ideas on how this issue map be fixed?
Thanks
Dan..

It sounds like the touch panel on the touchscreen is bad. That is why the pointer gets sucked back to the same section of screen.

To determine if the touchscreen is the cause of the problem, you could physically disconnect it.
To do that, as you may know, you will have to remove the lid to access the FFC coming from the touch panel.Shawn likes this. -

You could connect an external mouse and see if problem persists.
Or you can disable the touch in the device manager.
Sometimes you can touch the panel and keep your finger there and see if you get a 2nd circleUNCNDL1 likes this. -
Did you try going into Bios (f2) during booting up?
Try re-setting all to default, (f10) save and exit.
Please list full model #of your CF-30xxxxxx.
Knowing your specs might help sort this our.
Lastly, was she ever working correctly or did you buy this with your “problem “?

the computer is a CF-30KCPRQ2B. I did attach a USB mouse and it did the same thing if not worse. At first I thought that I may have had a driver conflict under win 7 and decided to "Update" to win 10 and still having the same issue. This unit does have an internal GPS which was deactivated within the BIOS ever since I had the unit. This issue just appeared one day .

Touchscreen has failed OR there is dirt stuck between the bezel and touch panel.

I cleaned the bezel three times and still nothing so I'm thinking it's an hardware issue guess it's time to go on ebay and get a CF-31

Liveboot into Linux and see what happens.
