Hello:
I have a CF-31 that will only power on if you remove and re-insert the battery. When you perform this maneuver, the CF-31 will turn on as soon as you insert the battery. Once turned on sliding the power switch to the right and holding for any length of time will not shutdown the unit. If you attempt to turn it on again via the power switch slider, nothing happens until you pull the battery again and re-insert.
I have installed a brand new genuine Panasonic battery and replaced the power switch/LED PCB w/ a brand new assembly. Same symptoms. All parts came from Heartland.

Did you replace the cable that connects the switch assembly?
Did you verify that the other end of that cable is properly inserted into the motherboard? -
The ribbon cable to the power switch is also used for the SATA connector and the touchpad/mouse buttons.
The unit works fine once powered up with no other issues and the battery charges. -
Did you check the power settings in the BIOS?
Can you post a photo of the main BIOS page? The one that shows model and BIOS version?SHEEPMAN! likes this. -

The BIOS is at the latest version, 4.00L16.

I've seen them power on when the cmos battery was plugged in. Is it keeping the correct time?
Since it's charging then probably the power switch....that's the flimsiest component. -
