    I don't have a CF-31 but I'll toss this all in.

    Is it enabled in the bios?
    Is the hardware switch turned on?
    If it is Intel is it turned on in ProSet?
    Is the software switch turned on?

    any weird power-saving settings ? like 'Allow windows to turn off this device to save power'
    try to disable and re-enable the wifi adapter, instead of rebooting - not a real solution, though.
    do you have the latest wifi driver ?
    if all else fails, maybe a factory image reinstall is in order.

    Go into control pannel / power options / change plan setting / change advanced power setting and check and see what the wifi is set at...I always have mine set at max

    Deleting Proset might help.
