I just bought a CF-31 and it doesn't have a hard drive or a CD/DVD drive. Is there a way to avoid buying a hard drive, CD/DVD drive, and the recovery disks?

Avoid ?? My guess you need the hard drive and caddy ?? too. ($100.00). You can use a USB external DVD drive to install the recovery disk ($35.00). By the way a DVD for it will cost you $200.00 + . -
Maybe so but it's probably not what you bought a Toughbook for. You might be able to boot from a 32GB micro USB stick, and Windows drivers are on the PANASONIC site. But the drivers can be tricky to get all loaded right. And a proper caddy (31 and 30 are interchangeable) with a nice 240GB Intel SSD will make your 31 perform nicely. An external USB DVD drive may be enough for just loading software.

I'm sorry, I didn't mean to type avoid buying a hard drive, I meant just the DVD drive. I do have a CF-30 I use for work and that has a DVD drive, are they interchangeable?

No, the CF-31 uses a different/newer type.
