Try removing the battery and RAM (open bottom cover to remove), and any CD or floppy drive then power up from the adapter.

If stripping it down as suggested above doesn't help, try hooking up an external monitor. The port is on the back behind the waterproof door. You may have to hit the keys to switch to external display (Fn + F3 if memory serves, but I don't have my Toughbook in front of me).

If all of this fails, I would get a hold of the seller and or PayPal ASAP, assuming it was purchased as a working unit.

If you're talking about the two lights next to each other on the lower right of the touchpad, then the rightmost one (That looks like Capt Marvel's shirt ;) ) is the AC PWR indicator; the one immediately to the left of that is the BATT/CHARGE indicator, NOT a "phone" symbol.

Which light is doing exactly what, and what color? Are you using the original Panasonic AC adapter? Be SURE your AC adapter output is 15-16V DC; there are several models of AC adapters out there which will plug into your CF-28, but put out 18.5-19V and are enough to damage the power supply portion of your motherboard.
