I got a used toughbook cf-74 mk3 from a friend and installed Vista back on to it,everything works pretty well all considering except the touchscreen is unable to be calibrated,but that isn't a major issue.
I'm really in need of a GPS CARD(pC OR eXPRESS???)THATS LOCATED ON THE RIGHT SIDE OF THE UNIT.

My guess you will need to replace the touch screen on it , I have two that way. Did you install the touch screen drivers from device manager and also did you install all the 74 drivers (hotkey, Panasonic misc driver) -

I downloaded all the drivers that panasonic said I needed, the touch screen works its just the calibration is off...
I'm running Windows Vista Bussiness -
Did you run calibration from the Windoze control panel?

Here's the drill.
F2 to bios:
What is the full model number from bios page.
While you are there what are the bios and ec numbers.
Page over and look at the touchscreen....is it trying to run tablet or touch. (should be auto and tablet)
Tap F9 answer yes. Check above line again.
Tap F10 answer yes.
Shut down and pull all power. Hold the power switch on to drain residual electrics from the unit. Plug in power supply only and repeat from top of this page.
Back in Vista check the hid entries in control panel. Should be at least two.
Tap Super key. Start typing calibrate. On calibration page look for reset button. Use it. This resets touch numbers in the registry.
Disclaimer:
From your post if the machine responds to touch the same way each time then to me it indicates it is acting as a touchscreen not a tablet. Vista and W7 want a tablet.
Now if you get erratic motion from touch input that means bad touchpanel.
I don't understand your GPS question. Your full model number would help here too.

I'm looking for a GPS receiver to install into the express or PC card slots that are available on the right side of the unit.(if there are any) -
Right click on 'My Computer' and select 'Properties'. On the left side of the 'Properties' window clcick on the 'Device Manager' link. In 'Device Manager' expand the entry for HID devices. That is in W7 but Vista should be the same/similar.
Super key=Windows key, usually located to the left of the space bar on your keyboard. That brings up the start menu with the cursor in the search box. Start typing calibration and the search feature should list calibration, click on it and the 'Calibration' program will open. Click the 'Reset' button to reset the calibration numbers to default. Now try doing the calibration.
Don't know about PCMCIA or ExpressCard GPS units. I run internal GPS units, either stand alone units or ones that are part of a WWAN card. I am sure someone with experience with either of those cards will see this thread and give some info. -

When I search for "CALIBRATION" I get no results, but "CALIBRATE" brings up the menu, but there is no reset option -

yes I have found it,but when I attempt to calibrate I have to place my stylus at the very edge of the screen corner to get the cursor to get close to the center of the cross

That sounds like a defective touchscreen. Jeff (Sadlmkr) can help you with several options.

I don't think its a major issue I bought this laptop used for my old man to use,he's a truck driver, so it just has to take a little bit of a beating now and again, I don't think he'd use the touch really anyway since he is more old school,lol... but I appreciate the help in trying to get it to work right, just wish I could do something about GPS that's a quick and simple thing and not a lot of internal hell.

I would get pci e WWAN card that had GPS on it. You can use the gps and don't have to have wireless service.

It goes into the pcie slot under the cover above the keyboard. It is classified as internal.

For gps, I will not recommend the internal as you mentioned your capabilities but it can be done easily for those who know how to do it. Maybe a PCMCIA will work for you. Here is one on ebay but I don't know how it perform or you may use a USB Gps.
