    BaseMaps will not see my GPS device. I verified it is on COM3 through WinFast. It is receiving accurate data.

    I'm not familiar with Garmin, but maybe it needs a different baud rate? Toughbook factory GPS are set to 4800 baud but some applications need 9600 baud or even higher.
