    TLDR

    Windows 10 doesn't update NMEA fast enough for the win 10 Maps app and this link shows you how to fix that?

    I'm sure it's a bad idea to use emulators when you are going to routes without mobile Internet.
    Re usage of this software under Android - I've just tried it and I see that offline map of Ukraine is 1.3GB while iGO map (HERE Q2 2019) is 173MB. I would say "no" :)

    Get a copy of Streets and Trips 2013 off eBay. Works like a charm

    No. Windows10 needs help finding the GPS receiver in the toughbook. His instructions help you help the Windows 10 maps app connect to the gps. It’s a good write up if you want to use the maps app...which is pretty good, and free.

    I been down this road and I will say now windows just plain sucks at navigation for offline. Android is king. You can try running emulators or even android x86 or bliss on your toughbook. They work and can install here or mapsme I have but the issue is there is no support for gps yet. That will come soon i hope.
    There is a good one i use all the time for linux called foxtrotgps for more off road stuff.

    Only proper way (that I know of) to get turn-by-turn navi on Windows is Garmin Mobile PC software, it works exactly the same as older dedicated Nuvi models, has the same UI and uses official Garmin maps.

    Works nicely on CF-19 and CF-C1, touch screen and all.

    I used the garmin software many years ago. It still works but not updated for many years.
    windows 10 has offline maps for free
    still the best for offline by far is android and I do not think anyone will develop apps for anything but android or apple.
