In the configuration of your model the last 2 digits that don't come up properly are for the o/s and destination
Do you have a windows xp pro coa on the bottom of the laptop?

The first item in the device manager
    ACPI/IFX0102
    Infineon Trusted Platform Module
    Is to do with TPM
In the bios you can disable it in the security sub menu
I have it disabled on my cf-19

I will search later for the other item

    Thanks

    But TPM is disable

For the Intel SM Bus i find driver here :

    https://eww.pavc.panasonic.co.jp/pc/cgi-bin/itn/toughbook/dl02.cgi?main=7959

    Name : inf_19_1_d051100.exe

    now the two other

    USB and Unknow .

Just if you have information for my AZERTY keybord because M is at the right of L and no to the right of N and other key not show good .

    EDIT

The unknow device is TPM like you say the drivers is :

    tpm_19_1_d051137.exe

just now find USB Device in a pdf files Panasonic say PLan but dont work

For the USB Device its possible better to continous here :

    http://forum.notebookreview.com/showthread.php?p=4368791#post4368791

    i dont know

An other question my model finish with : T2
    and i see that :

    Model No. CF-19CHBAX 1 2
    1: Operation System
    B: Microsoft® Windows® XP Professional
    2: Area
M: Refer to above area table

So it is possible probleme because T is for Tablet PC version and i install XP Pro ?

    EDIT i find T i think it's for TPM 1.2 i found that for this model :

Toughbook CF-19, Intel Core Duo Processor U2400 - 1.06GHz ULV (Centrino), 10.4 touch XGA, 512MB(for me 1024), 80GB, 802.11 a/b/g, IEEE1394, SD slot, TPM1.2, Bluetooth, WinXP SP2, UK KB( for me FR), MUI OS, Cont.Plug,

Wait, is it interpreting a QWERTY keyboard as an AZERTY, or an AZERTY keyboard as a QWERTY?

Either way, you may be able to adjust it this way:
Open: Control Panel > Regional and Language Options > Languages (tab) > Details (button) > Installed services
Then click the Keyboard entry, click the Add button, and under "Keyboard Layout" select the one you want. (Probably either US or French, depending on which problem you're having.) (You may need to remove the pre-existing keyboard layout afterwards to make the new one work? I really don't know.)

OK.... I am not an expert at language issues but here are my thoughts

In the older toughbooks panasonic canada had bios updates for the toughbooks that had french keyboards
That bios update was for french version only and not for english
That might be applicable in this case, but you best option is to contact panasonic here

    Panasonic Computer Products Europe (PCPE)
    Hagenauer Straße 43
    D-65203 Wiesbaden
    http://www.toughbook.eu

The keyboard setting in my english toughbook in device manager is standard 101/102-key or microsoft natural ps/2 keyboard

Hope this helps, sorry for the delayed reply as this is complicated because I live in north america ,and our primary languages are canadian and american english

Thank you JB007Rules and Tomcat57 for this upload .

Just now Tomcat57 say to me for keyboard he have like me so :

Clavier standard 101/102 touches ou clavier Microsoft Natural Keyboard PS/2

And for me the letter M is at the right of L and some caracters like @ is on the 0 ......

I don't know why it's not keyboard lang problem i try EN and FR but don't work and try 84 touche driver .
I don't understand why i think it's not Timezone probleme just if i can parameter like QWERTY and work it's easy to change after to AZERTY with language parameters.

    If i can't find easy solution i try to find a RECOVERY DVD .. i just think a friend have a CF19 :D
