One of my frustrations with laptops, and Toughbooks in particular, is their annoying habit of "clicking" automatically if the mouse is allowed to rest for more than a second on any active link on a page. My desktop doesn't do this, but all my Toughbooks do. Ok, color me stupid, but is there a way to turn this "feature" off?

    Welcome to Microsoft Answers.

I would suggest you to follow the link mentioned below and uncheck the option Activate a window by hovering over it with the mouse -

Make the mouse easier to use - Windows Help

If the issue persists check for the drivers installed for the mouse on your computer. Check in device manager for the mouse driver installed –

Click Start, and then click Control Panel.

Click System and Maintenance, click System, and then click Device Manager.

Note If Control Panel is in Classic View, double-click System, and then click Device Manager.

If you are prompted for an administrator password or for a confirmation, type the password, or click Allow.

In Device Manager, expand mice and other pointing devices. Check if any exclamation marks are shown with the device. The exclamation mark shows an issue with the driver installed.

Check with the manufacturer if the device is compatible with windows 7. Check the below mentioned link to use the Compatibility Center to check the compatibility:

    another answer

    The answer is:
Control Panel>Ease of Access>Ease of Access Center> Make the Mouse Easier to use> (off) Activate a window by hovering over it with the mouse

note: also look at the check box below it. Getting tired of your windows changing sizes? Thats the box to check to turn it off.

    third answer

Mouse Properties > Device Settings (Tab) > Settings (button) > Tapping (menu item) > then uncheck "Enable Tapping"

    Done. Fixed. Annoyance gone.
