    That should be where the cable for the kb inverter runs, but i dont see that pcb there.

    That is the access panel on a CF-28 where the blue antenna wire for a CDPD antenna gets routed, and where one gains access to the bottom of the motherboard to install the "Texas board" inverter PCB for EL-backlit keyboard upgrade. Think of it as a "Jeffries tube" in your ToughBook.

    This membrane is the watertight seal; it is protected/held in place by an aluminum plate with 2 screws in it, which Springfield has graciously offered to provide for you if needed.

    If you need to get under it, heat the metal around the edges carefully with a hair dryer or heat gun to soften the adhesive; it can get pretty easy to rip with age. Then pry up a corner of the membrane with a thin bladed knife and work your way around.
