so I found a bunch of threads on the cisco forums and other sides but no definite answer.
The new CF31 TB has a Sierra MC 7355 WWAN card which can do 4G LTE instead of the 3G EVDO protocol.
Now with the LTE service the ip's are getting NAT and get assigned a private 10.x.x.x IP which is the same that we are obviously using on our companies network.
So connecting with the VPN works (getting a 10.31.x.x) IP assigned but accessing any resources on the network does not.
I've been playing with our Cisco IPSEC VPN client and checking and unchecking the allow access to local LAN options without issues.
So what are my options?

We switched our VPN to a different flavor of Citrix because of this I think. That and the RSA token get me on mine with full functionality.

I have a lot of helpful info on this with first hand experience too. There is a simple solution.

The fix ended up being that that a citrix dne update had to be installed:
