I you need to purchase it, WINDOWS 7 PROFESSIONAL OEM KEY SP1.
If you already have the proper license/product key and only need to download an ISO: Ultimate / Professional / Home Premium / Home Basic

Best to use phone activation if your system is not automatically activated. I like using the option to have them text me a link to activate using a smartphone best. I am sure it has the original windows xp sticker on the bottom and it could also be worn. I would like a faster but lighter laptop that has touch screen and also a serial port but not pay to much for it.

 I buy lots of stuff from Kinguin.net (including Wolfenstein Youngblood today for under $20 with DLC). My Windows 10 Pro, Windows 7 Pro, Ultimate and Windows 8.X Pro were all purchased there. I haven't used a recent ISO from getintoPC, but the of W7 Pro installation on my HP laptop is an older ISO from them (downloaded a couple of years ago) without all of the Micro$lop update filth and security cancer included.

Was touchscreen working before?
There are many specific drivers for your Toughbook that will be needed to download also.
If yours is a MK3 or newer, a original Panasonic image is best from Heartland
