Fully charge the battery and pull it out of the CF 19.
Let is set for a day or two (A week would be better) and then re install it and see of it has lost some charge.
If it loses charge while outside the laptop, then the battery is failing.

BTW: A GPS will always draw power even when the CF 19 is off.

Welcome to the Panasonic Toughbook forum

Yes it will die over time , 3 to 4 weeks I find. If you are not going to use it for a while I would pull the battery. That's what I do.

Edit: Shawn beat me to it

It sure is possible. This has been talked about in many threads over the years.

    yeppers ...
my '19 battery will go flat after a couple of weeks (or longer) .
the most recent event took place over the last two weeks and involved a busy schedule and forgetting to pull the battery .
i fired up the '19 and it showed about 1/4 charge ... this is due to "self-discharge" and the switchmode based "keep-alive" circuit .
the keep-alive circuit is to allow warm-starting the gps module as well as a couple of other functions .
i dunno ... i feel that the design should have included a way to turn off this function in the bios and thus preserve/extend the off mode battery life .

the self-discharge of the battery can and will far exceed that of the "standby" drain .
brand new batteries do not suffer nearly as much from this as do batteries that are long-in-the-tooth .
couple this with the reduced capacity of *older* or cycled-to-death batteries and the effect becomes more and more noticeable .
