so I love my toughbook (I own CF-C2) I really do but ever since its battery is dead my laptop started issues
since its hot swap battery also dead I cannot unplug this laptop otherwise even for couple of seconds I will have to go to boot and save it than on windows I have to change the time

now this is happening in the video once I got out of boot screen instead of booting into windows hd runs like two seconds than restarts and it keeps going

yes ... the cmos (bios) backup cell is dead .
it is not super difficult to change on a '52 , but it is not easy either (it is buried under the top cover) .
this video will show you how to open and reassemble the top part of a '52 :

you can purchase a lithium cell with solder tabs and use the old leads on the new cell .
or you can buy one that is ready to be installed ...
be careful of the polarity and shape of the connector .

I think you might have misread C2 with 52?
I know BobJohnson has a video on the C1, but I'm not sure how close the C1 is to the C2.
There is this video on how you could assemble it (but you'll have to figure out how to disassemble)

    yep ...
i misread the information ... not quite fully awake at 0500 .
the information about soldering a new cell to the old leads is valid ... unless it is a plain "coin cell" that slips into a holder ; easier yet .

i checked around using googlefu ... there is not much on the C2 .
