If it shows in the bios, it is a touchscreen
Its possible the drivers for the touchscreen are not loaded
    Or it could be defective
The last two cf-29's that I purchased ,one had a defective touchscreen and the other the seller had thought it was defective, but had not loaded the drivers
Look in control panel/system/device manager , and look under mouse properties to see if the driver is loaded

I'm only new with these Toughbooks so please don't take what I say next as being invinsible.

Get yourself a large magnifying glass and something to use as a stylus.
Pick an object on the desktop, the corner of a folder is a good example. Now, get your glass set up so that you have a very close-up view of the corner.
The next bit is simple, just use the stylus to press down on the corner you are watching.
    Does the screen dip noticeably?
Chances are, you have a touchscreen.
Does the screen not dent inwards at all?
    Chances are, you ain't.
If nothing else, it may give you a clue.
    Cheers,
    Steve

You do not have the complete model number listed... You should have 7 letters/numbers after CF-29 (IE CF-29XXXXXXX)

If you see that you have a Touchscreen in the BIOS and it is enabled.... You then need to see if you have the correct drivers.

You can read up on the stickies and that will tell you where to get the drivers as well as how to install them.

Post back and let us know how it goes or if you have additional questions. This should be an easy fix.... Or you may have a bad touchscreen...

Its the other way around on how to tell if you have a touchscreen or not.

If you can bend the cover without alot of force, its a lexan panel, if it doesnt budge its a touchscreen

Just remove the back lid screws after you have removed the battery and power
They all remove except (2) the torx type do not have to be removed
When the cover is removed you will see the pcb module is has an input and the output to the panel is a flat connector that has tape on top to retain it in place
Some success has been reported by reseating it ,but it could a short term fix if the flat cable is problematic
