I wonder if one might work in the CF28 or could be made to work with the CF28 (SPD flashing and stuff?)

 Generally speaking yes. aside from "for fun" there are some cases in which can be easily justified. (though unusaly not on the consumer side)

The most I was able to get to work on a CF 28 was 512MB.
It needs to be low-density or it will not be recognized.

Yup... and I can confirm that even low-density ECC will not work; I've tried on several. There were a very few rare MkIIIs that had 512K onboard; you could add 512K to get a Meg. w00h000!!!

 you mean 512MB up to 1GB. Yeah i have seen that. They sell 2.5" IDE SSDs now.
