I have a hc11 microcontroler board that connects via serial port. When I connect the board it does nothing. Is there a driver i need to have for it to recognize that something is connected to it? Its for a cf-19 dual touch screen.

First Things First: Press the F2 button when first booting up and make sure the Serial/COM ports are properly configured.

What do the COM ports show in Windows --> System --> Hardware --> Device Manager --> Ports (COM & LPT) ?

Most serial devices are not plug and play, so nothing should happen until you load the software for your device. The software will have a communications options where you will tell it the port num. baud rate, parity, stop bits. Also serial ports do not supply power to devices so you will need a PS2 or USB power adapter for your device or whatever power supply came with it.
