I picked up a used CF-19 with original XP intall on it. By reading the manual, it seems that it has a wireless function. I checked the bios and wireless is enabled. I also turned on the physical wirelss switch by opening up the cardslot door on the front left corner. But no wireless switch utility appears in the notification area like the manual says it should. Any suggestions?

Two quick questions:
1) What is the full Model Number (CF-19xxxxxxx) of this unit; and,
2) When you open Windows start / Settings / Control Panel / System does the Panasonic logo appear on the General tab screen? - 
 
 
Are you talking about WLAN or WWAN? These will be two different things. The WLAN should be built in, the WWAN, if equipped, will be a GOBI or Sierra WWAN card. Also, there is software for the wireless switch utility you have to download from www.Panasonic.com/toughbook. Also, TopCop1988 is correct, need to have the full info ref the model # to ascertain what you have exactly.....

 I am assuming it is the WLAN but I was also thinking if it was, I should have had the wireless switch utility installed already.

As you can see above, that unit has no WWAN or WLAN from the factory; ergo, no "wireless switch utility."
You are going to have to retrofit the unit for Wi-Fi ( WLAN) and/or Mobile Broadband ( WWAN) if you want to "go wireless."
