600 MHz CF-28.
Battery indicator shows 1 hr remaining, and then suddenly is all used up and the low batt warning is beeping.
I have ran the battery refresh utility already.
What gives?

Your battery is dead... or close to it. You should read the post that mnem put out about refreshing the batteries.

If running the Battery Refresh Utility for an afternoon doesn't get you a little more life, then you're prolly in the same boat as me with one of my packs; your pack has a cell or two which is tanking earlier than the others, and when that happens, your discharge curve is no longer flat. The battery meter circuit doesn't know how to anticipate that; so it projects a battery life based on a pack with all cells tanking at the same time; when one or two tank early it gives you that sudden drop.
