I know that some people have problems with clevo laptops and to noisy fans.
Is it normal to have cpu temps below 40' not using dedicated graphic card and having cpu fan spinnig at 2450RPM ??
Its almost idle state Im just usinga web browser etc. It looks like this "problem" does not happen always . Sometimes when I turn the laptop on fan is on and off depends what Im doing at the moment.

My P150EM sits at 45+ deg and fans going from 2100 - 2500rpm. I'd say that is really good and not a problem.

if youve played a game or done something demanding that boots the fans onto full then they dont always turn off as they should do once you finished or closed down the game. this also happens on the 15" P150
simple solution is if you have nvidia load nvidia inspector onto your desktop and once youve finished your demanding session open nvidia inspector and then close it and the fans will stop and go back to normal cycle.
its a glitch that happens to a lot but not all owners.
if your running ati then im not sure what software to use but whatever monitors your gpu should work.

Apparently this wasn't quite a product defect for the EM series, just a bad bug. Some users have reported the issue was resolved with the latest BIOS for the EM series. Apparently the CPU fan can idle around 2000 RPM, ** and even turn OFF when there is nothing to chill **! Maybe compare your BIOS version with this post:

Those are very nice temps. What CPU may I ask? I tend to idle above 40C with fans on 2000RPM or so(but it's a 3740QM so it might run hotter than a 36xxqm).

EDIT: On second though it looks like it might be ambient temps. What temps do you have in the room you're using the laptop in? Your PCH is running 6C cooler than mine is so it suggests that ambient temps are causing the difference.
