    1. Throttling
    2. Intense graphics locations
    3. Glitch in Fraps

I'm not sure, we need more info like temps / clocks / specific settings / frame monitoring software, etc.

it happens a bit then gets up to 60fps. im not sure if its just loading the area then it quickly jumps up to speed. could that cause a dip in fps. it drops from 60 to 35-40fps

Deus Ex Human Revolution is known for it's mistakes, take in mind that unless this happens in any other game, and you can actually feel the difference, then there is probably nothing wrong with your 6990M.

Update your DirectX, it usually solves the problem ;)

This is normal with that game and many others. You will run into scenes that are just computationally intense. I run SC 2 at all max settings and it normally runs around 60-80fps, but when heavy action hits, the framerate can drop into the 30-40 range.

All of the previous Deus Ex games ran on Unreal Engines, until this game. Which runs on a "Modified Crystal Dynamics" engine.

If you don't mind wasting the money, go download Lara Croft and the Guardian of Light which uses the same engine, and see if you have similar issues.

Pain in the but, sure, but it might narrow things down a bit.

Why anyone would choose Crystal Dynamics over Epic is beyond me. Maybe Epic just wanted too much money to license the Unreal Engine 3.

It's rather simple and you nearly nailed it!

The modified Crystal Dymanics engine is made by Square Enix, the same Developer that made the Deus Ex games. Now, the Unreal engine is owned by Epic Games and these guys haven't anything against each other but it's a question of money, why spend it on some other developer when you can spend it on your own? Very simple as you see.

    As stated on http://www.eurogamer.net/articles/deus-ex-human-revolution-e3-2010-trailer
That being said, I think the OP has to investigate if there is some kind of problem with the 6990M or the game itself, all the luck to you.

the more i play it. i think it might just be the loading for the game. its absolutely fine after 60fps easily. stock settings.
last game i played was skyrim and while it played it easily skyrim is another bad choice as its crap in parts of the game.
ive just got kingdoms of amalur ill try that
