    Hello,

I have a p150em with a AMD 79070M and all my games are stuck at 99% utilization, the fps is normal, playing BF4 on ultra with 50~70FPS and skyrim with 60FPS but the temps go crazy with this utilization...

    I'm using
    - 13.12 WHQL - AMD
    - 15.33.8.3345 - INTEL

currently using a fresh install of windows 8 x64.

Is that normal ? there`s any solution ?

OBS: Since i installed the AMD driver, the message "amd stopped working and had to be restarted" show sometimes ...
Sorry for my reallly bad english :(

If it only happens during games, then that is a good thing. Last year many were complaining about how the 7970M wouldn't reach 99% usage. But in BF4, DEFINITELY expect 99% utilization for any card in this performance bracket as that game is very demanding. Have you played a game that is less demanding to see GPU usage?

If u dont limit the FPS like I do (50 FPS), it will use 99% all the time yes. Skyrim I had this problem, even in less demanding areas it was always 99%, which I later found out the problem was the ENB that had "Adaptive Quality" turned on, which was auto adjusting the quality to always use all the GPU power.
    So... check those out.

The utilatization is in every program who uses the graphic card, and my skyrim is without any mods, with Vsync enabled at 60fps.

But i think i discovered the problem, if i open ne time, a game on 64x, the driver gets crazy and execute every other things at 99% utilization, and i have to reinstall the amd drives to "fix" this...

Thats what i think, i will test later...

    ----------------------------------------

Thats exactly the problem. Theres anything that i can do to avoid this problem ? Since trying to open in BF4 x86 results in 'AMD Catalyst stop to working' and freezes the game.

This is how to fix it: start -> run -> "regedit" (or search for registry editor in windows 8 homescreen) -> ctrl+f -> type in "enableulps" then press find -> if he found a match and the value of enableUlps = 1, change it to 0 -> do ctrl+f and find next until he doesnt find anything anymore, make sure you set the values to 0. There will be 2 or 3 registry entries to edit. (there will also be enableUlps_NA, but you don't have to change it)

After you did this, close the registry editor and reboot, then it will be fixed normally :)

Getting the message that your card cannot be found is probably a symptom of incorrect or incomplete driver installation. I had similar issues when trying to install 13.11 beta5 and finally scrolled back to 13.8 wich works fine and gives me no issues.

I think from 13.11 and higher versions the install procedure is unclear or doesnt work as before, i posted asking for a step by step procedure with no clear notions so far, i dont like using driver fusion or similar software, btw.

If someone posts a guide to install both amd and intel drivers, with links to download latest i would be great.

Trying Lee's drive and disabling every "Ulps key" worked :), well, i think.
I can't test right now but when i can, i edit here.

    Thanks to everyone :)

Sorry for necroing this few months old post, but I too was having problems with the simplest applications torturing my GPU at 99%. My GPU is also a 7970M, on a Clevo P170EM.

Disabling ULPS fixed my problems, now I can play games like EVE Online at 40-45C instead of 85C. THANK YOU for posting this, webcrtor!

Just disabling the ulps works too, but it has to be the two keys, not only one :)

Edit: Today i have another problem... when i plug another screen on my note (Dual screen) i cant see my clocks...

For the record, since I saw many advise that this is a "good thing" I'd like to remind that it's an "artificial" 99%. The card does not actually work at 99% and if it did many would intentionally be seeking the "bug" to get the most fps out of the really demanding games.
