My 7970m Gpu1 memory clock keeps 1200Mhz even when it's idle. (the core clock drops to 300Mhz).
I have tried 12.8 12.10 12.11 beta 7 8 11 and the problem still exists so I think it's not caused by drivers.
My machine is P370EM. I am really confused about this.
I have figured out the reason. Because I replace my screen one month ago and the memory clock is normal that time. So I replace the old screen back and the memory clock drops to 150Mhz. My old screen is Chimei N173HGE-L11. The new screen is LP173WF1-TLC1.

Have you checked Switchable Graphics Application Settings in CCC? Check the "all applications" section and list by Graphic Setting. Set all non-game applications to power saving.

the P370EM doesnt have switchable graphics
have u tried enabling AMD overdrive in CCC? check Update 4 in the OP of the thread in my sig for instructions on how to do so. that way u could manually downclock the mem to the stock idle 150 Mhz whenever u dont need the gaming power
also a nice way to force both core/mem to idle clocks even when putting load onto the gpus, in case u want a silent and cool laptop. and whenever u wanna start gaming, just switch right back
just not sure if its gonna work on the P370EM tho, since ive only seen it work on HM machines so far. the P150EM and P170EM machines dont support the overdrive unlock, but those are both enduro laptops, so u might as well just give it a go

How can I report this bug to AMD? -
huh, weird.
here u go: AMD Issue Reporting Form -
Hey, THX. I've test again. I've AUO B173 V.5 and Chimei 17.3 and LP173WF1. The AUO and Chimei work fine. Only LP173WF1 has this issue. I am not sure whether it's not compatible with P370EM or just the driver issue of AMD.
Anyway, I've reported it to AMD. Hope to get response soon. -

The difference in screen is causing the AMD card to not cut memory speeds? From the sounds of it, it almost appears to behave like it has a second monitor attached.
That sounds like a weird driver issue to me. -
I am going to try Win8 to see whether the issue still exists in the latest OS.

Enduro seems to be a lot happier under windows 8 as a whole, so hopefully it works for you, let us know.

Well that sucks, you might want to add that to your report to AMD.
The other potential issue is maybe some sort of firmware quirk which would be harder to fix.
7970m crossfire Memory Idle clock issue (not related to drivers)
