have 32Gb of Corsair 1600 memory in a 9170, with memory test programs indicating that it's only operating at 1333.
the modues in particular are 16Gb of Corsair CMSX8GX3M1A1600C10 and 16gb corsair CMSO16GX3M2A1600C11
XTU reports at 1333
CPU-z displays no speeds
cmd win sat reports 17432.97Mb/s (is xtu improperly reporting my memory speed? does "17432.97Mb/s" mean that my memory's operating at 1600?
how do i get the memory up to 1600, and why isn't this the case to begin with? and why is a OC proggy ness to get my corsair up to advertised speeds?
the replies i got back from Allen Zhang from sager techsupport's inbox was: "Sager did not evaluate the Corsair memory. Sager recommends Patriot 8 GB DDR 3 1600 MHz memory." & after i griped, asking if Sager could confirm XMU/JEDEC: "Sager computer supports JEDEC memory. "
What's the fix for this? do i have to force a 3rd party app to enable the memory to fully operate at 1600? if so could someone please give me a step by step in XTU?

corsair vengeance ram sticks are xmp (xtreme memory profile) sticks which need to be manually oced to their advertized speeds. the given 1600mhz is just a "warranty" by corsair that the sticks will run stably at those oced speeds. the stock (thus jedec-certified and PnP or plug n play) speed is usually one bin lower than the advertized xmp speed, in this case 1333 mhz.
so its always good to check first what kind of sticks u get for ur machine: XMP or PnP sticks? the former ull have to oc urself, the latter is, as the name suggests, just plug and play. in ur case it doesnt really matter, since u can just use xtu and the respective slider to run ur sticks at 1600, but for other machines not supporting xtu or an open bios with ram config PnP sticks are by far the better choice
cheers

I took your advice and moved the memory multiplyer slider to 12x, it bumped up to 1600 memory speed in the proposed column, i rebooted, and now all my apps crash like crazy.

what's the max speed memory sager 9170 supports? i think i'm going to refund these corsairs and go with kingston

ok, so i found ur issue here:
CMSX8GX3M1A1600C10 - these are corsair vengeance XMP sticks, thus ull need to OC them to get the full 1600 mhz
CMSO16GX3M2A1600C11 - these are corsair value sticks and thus PnP, no need to OC those to reach the advertized 1600 mhz.
my suggestion is to check and see what happens, if u only run the PnP or the XMP sticksrunning both and ocing via xtu is probably what causes the crashing.
concerning ur question: the max PnP ive seen running flawlessly on ur machine are 1866 PnP by Kingston. the best OCed sticks would be special low power dimms by samsung, running at 1600 mhz at stock but having been successfully overclocked by some users here to 2133 mhz speeds.

i'll test it out, thanks, man.

Yeah the 1.35V 30nm samsung chips are pretty epic
