    I uninstalled AVG
    and downloaded Avast

however, it seems to say that it cannot
    complete the ON-Access protection control

    it just states

'The operation could not be completed'

    how come :(
    Im running vista atm

if you got the Home Free Edition, it should work fine within Vista.

Make sure that the Windows Firewall allows AVAST access to the internet to get the updates.
