When on battery I noticed my 6990m was still clocking up to max speed when viewing flash on battery power. This does drain the battery faster and flash doesn't need all that power.... Energy Star setting doesn't allow this to happen but I have to ask why balanced does this? Is there an update to the software profiles that changes this perhaps?

Do you hook this up to an external monitor?
Have you checked the powerplay settings under CCC? -
the powerplay settings are on maximize battery life when on battery. -
I just saw that it was flash.
Disable hardware acceleration in the browser you are using, and let us know the results. -

It's the way profiles are set up.
Power saver settings prevent the GPU from reaching certain clocks even when it is being utilized/stressed(flash), and that's the reason for it not clocking up when using flash.
Balanced settings are designed so that when there is a utilization of GPU(hardware acceleration), it will be able to clock up to finish the task more quickly.
I recommend using a hard code switch then to override the settings, it can be done using CCC and applying few tweaks. In that case, you will be able to choose which clocks the GPU runs with the hotkeys you set up, regardless of the power option settings. -

Maybe not the answer you're looking for but I normally use ATI Tray Tools to 'lock' my gpu at 100/150 mhz, which are the lowest clocks, whenever I'm on the battery. Only other option I know of other then using external software is to play around with the Powerplay settings.

@OP, The ATI Tray Tools work wonders, and the exact thing TGA is doing is what I used to do with my laptop. It's simple but gives you all the access to GPU clock control at the touch of the button.
Balanced power mode still goes to full clocks on battery.
