one simple answer to that, there is no fix for this issue yet, but i actually chased down the root of that problem, the problem is caused by the AMD Drivers if you use the Win8 stock AMD drivers brightness works without any issues. The only solution right now is to use stock drivers or install Win7 or you continue to use Windows 8 and only change the brightness before the OS boots up.

so they have this issue lot of ppl?some others doesnt have this issue at all even if they use windows 8.how is that possible?as u said i change the brightness before os boots up.amd is aware of this problem?

Have you updated the Windows 8 hotkey utility Software Upgrade

i hope AMD is aware of that i actually send an bug report to them but never got an email back that they received it unfortunately but i actually think they will just say something like "P150HM and 7970M isn't official supported so <insert random curse here>" like they always do
just look at the ENDURO issue the 150/170EM series had.
Hotkey Drivers are not helpingi already tried that and only stock win8 7970m drivers are working but you loose the improvements which e.g. 12.11b.. does, actually the problem exists since 12.10

Try uninstalling the display driver. It's been a fix for some on Asus UX series laptops where they couldn't adjust the brightness either; can't guarantee it will work here, but you never know.
Go into Device Manager, right click on your driver under Monitors, and select "uninstall". Then either reboot or Scan for Hardware Changes and see if that helps. -
I've been searching for a fix for this problem for ages and I figured out a fix that works for me and maybe it'll work for you.
1. Open Device Manager (Right click in the bottom right corner of the screen, click Device Manager)
2. Expand the Monitors
3. Right click on "Generic PnP Monitor" and choose Disable
4. Reboot
I have an early 2011 MBP with a Radeon 6750M and Windows 8 Pro installed with Bootcamp 5 and Catalyst drivers for reference. -
