Idle temps are sitting at around 47~51~ C. I reapplied thermal paste, but it's still pretty high. I don't know what's wrong. Please help. Thanks.

telling us you full spec would help.
cpu/ 1 or 2 gpu/ which gpu etc. it can make a bit of difference from having 1 670 compared to 2 680's

and as littleone says, what are the readings during gaming or on full load.

them readings are not drastically high in any way but yes they are raised. when was the last time you cleaned the fans and vents out with compressed air?

    Sorry I forgot.
    inteil i7 3630qm
    single amd 7970m
    8g ram
    windows 8 pro

I cleaned it out last night and I also re-pasted last night. I don't know about ingame, but when I ran unigine benchmark, it stays at around 83~88. There was one time it hit 90 when I ran the benchmark multiple times. And at idle it is around 47-51C

nothing to worry about then. those temps are fine if only slightly raised.
my cores fluctuate between 38 and 48c

ambient room temperature could help raise them as well. is it summer time where you are?

IDLE GPU temperature 37-55 ° C, please check the IDLE Core voltage and load, (EVGA, HWINFO64)
    in IDLE should be 0.825V @ 300MHz, Load 1000 V @ 850 MHz,
are also VBIOS that have a voltage 1.050V,
if the GPU is idle temperature should not be so high, they should rise and fall 37-55 ° C, possible that the GPU load Flasch player or the like running in the background, please check MHz and voltage of your graphics card IDLE.
    I greet

Even when I am not doing anything, not even chrome, gpu usage, voltage, and clock still fluctuate, but less so. Usage stays longer at 0 until it pops up and drops again. Gpu voltage usually stays at 825 and clock drops to 0, then rises to 300.
