Can you try unplugging battery and charger, hold the power button for 30 seconds, then reconnect your power and try again? Use DDR3L RAM.

Unlikely, does any configuration change cause any change in behavior at all?

It's obviously not a short, it's failing to initialise something.

That PL13 is an inductor, removing it will basically remove one of the multiple power rails, I would say thats a pretty bold/strange thing to do.

My personnal experience with powers on for a couple seconds and no boot is a corrupted BIOS, grab a full BIOS dump, a programmer, read your current bios as a backup and flash the dump into it.

Windows 10 loves to trash UEFI vars till one day it trashes something that it shouldn't and the laptop wont boot, fixed over 100 laptops with this problem just last year.

Agreeing with Meaker: Something is not initializing/passing POST. The main board may need repaired or replaced.
