    Otacon,

You should alt+tab while playing d3 or sc2 to check which processes are actually working during the game. On the blizz forum i've read that some guy's cpu 3d accelaration was working instead of GPU (intel video or sumthing). Try disabling that piece in device manager.
I've read another thread where someone tries MSI afterburner (OC programme) and gives the game a framerate cap.Try ctrl+r while playing diablo 3 this will show you the mean fps. My fps goes sometimes through the roof and while im playing with 4 persons it shows like 7-8 fps. Lag kills me all the time in D3 . It may also be that diablo 3 uses multiple cores instead of
    Here are some possible fixes:
ATI Mobility & Geforce Mobile : FPS lag/stuttering fix! - Forums - Diablo III
Micro stutter and FPS drop fix (AMD/ATI) - Forums - Diablo III

The fix could be that diablo 3 is using too much cores try using throttlestop to fix it.
Anyways experiment with those things and post if it worked! :D
