So I have the above system, which was working perfectly up until the weekend. Basically it refusing to power on

Plugged into the Wall with battery inserted it shows the charging indicator LED, when you power on the keyboard lights up the fans kick in for a single second then turns off, it does this about 10 times then stays off

If I remove the battery it powers on but black screen and nothing else doesn't seem to be any post activity

    Specs

    7700k delidded
    32GB matched Corsair ram
    1tb Samsung 970 m.2
    GTX 1070

    Things I have tried

    Cleared CMOS
    Tried a different PSU
Removed all ram and tried one by one
Removed CPU and GPU same behaviour
Tried ram in another machine works fine
Don't have another machine currently I can test the other components

Does anyone have any ideas? I'm hoping it isn't the board itself and something that can be replaced

Are you using a custom IHS or the stock one?
I've had a friends system suddenly not post with a custom copper ihs after while. We solved it by switching back to the stock intel ihs.
Seems that the extra pressure added by a 3rd part ihs was messing with the chip.

But as you were testing the components, I'd try and test your CPU in a friends system if possible or try another MXM card. To rule out the components.

I would buy a Pentium G4560 on amazon (they allow returns up to 90 days and cover shipping) to rule out the CPU

Did you get any other symptoms? Any other odd occurrences?

Motherboard is toast if its doing that. We can test that theory. Remove the CPU and the laptop should turn on, the fans should slowly ramp up and the keyboard caps lock and num lock lights should flash.
Do the same with the GPU whilst having the CPU in the laptop. The caps lock and num lock should flash and the power led at the front should be off or blinking yellow/green whilst the system is on!

If the laptop has the SAME symptoms even after trying this then unfortunately your mobo is dead, there is a slight shortage somewhere, maybe linked to a certain voltage rail.

I take it also you have taken a quick physical inspection of all the power circuitry.

Ok, check the pins in the socket, if they are ok go and get another cpu for that model. I would recommend an i3, pentiums do NOT work on this laptop! Remember that!!!

I3 6100 is your best bet, you can find them cheap af anyway on eBay.

I know g-sync breaks but I thought the Pentium could boot even if not officially supported.
