So I was wondering, how much more performance would lets say 2133mhz RAM give compared to 1600mhz ones? I know that on desktop the speeds really don't do much in most applications, but what about notebooks?

On both desktop and laptop - it depends entirely on the CPU. Some CPUs see gains upwards of 5% while others don't even notice it.

In many cases the faster frequency RAM has higher CL ( see Wikipedia) which means that the access time can be similar although the data transfer rate is faster. There's a mountain of RAM performance data here (measured by the SiSoftware Sandra benchmarking program) if you want to rummage through it.

everything has bandwidth and also latency, having high bandwidth would sometimes reflect higher latency but not always. raid storage, multiple channel ram are such examples, though having higher bandwidth would help at some application where as latency on other application.
pick fastest bandwidth ram paired up with lowest latency is the way to go, but most expensive. -

You are only talking a few % at most however. For games its usually much less.
