So, I bit the bullet and bought the 170EM unaware of the 7970m around the corner. I didn't want to wait until the 680m or 7990m were available in the summer, so I went ahead and bought it thinking that's what was coming next. Now I'm seeing all these benchmarks of the 7970m and seriously having buyer's remorse. As far as I know, I'd only be out the shipping back if I returned it and waited.

I also wasn't sure about the OS since it is deemed as nonrefundable. I could keep it and install it on the next laptop no problem, however the serial sticker is on the bottom of the laptop and I know it's not coming off easily.

I'm not too concerned with Ivy Bridge, however I heard it may be delayed again, so who knows if it will be out by the time the 7970m's are shipping.

This is why you do research here before buying. Let that be a lesson to you. On the bright side, there are many options for you right now. Here's my list:
1.) Return the laptop, keep the OS license for your next. Then buy a new config with 7970m in it.
2.) Keep the laptop, put the GTX675m for sale on ebay and in this forum and sell it. Then get your 7970m from a reseller. Its gonna cost some serious cash however. My guess (could be wrong) is about 500-600$.
3.) Forget about the whole thing and keep the laptop as it is. Depends on how deep your buyer's remorse is.
    4.) PROFIT.

Yea, returning it just because you changed your mind isn't the right thing to do. Talk with them, see if they can just take your machine back, and upgrade you to the 7970M for cost + $100-200 or something like that. It'd save everyone a lot of trouble.

Why is returning cause by changing mind not the right thing to do ?
Just return it if it is still within the return period(if no restocking fee), or as other said, contact them and see if they can do a upgrade.

According to the laws of commerce in the EU, customers may return the ware in 1 week after purchase without the need to explain a reason why. After the 1 week, there is no returning anymore.

The laptop is built to order, so the op would be returning a used bespoke item. The retailer would incur a cost if was returned. Making a deal with them would be the best thing to do.

Well, I went ahead and sent Hutsady an email, I'm just waiting to hear back. If they could just switch the card, I would be happy with that.

Also, through xotic you have 15 days, or 30 for nbr members.

He spent a couple grand, is not happy with his purchase and is well within his 30day to return if he wants to. Having to live with something that you are unsatisfied with for 2-3 years doesn't make much sense. That's part of the reason for the 30day no questions asked, not like hes asking for a full refund.

I'm sure the reseller would like a fully satisfied customer, that will buy from them again on there next notebook purchase.
