Dual GTX 560's in SLi or one HD 6990M

Dual 560m's will only be about 10-15% faster than a single 6990m. Depending on the model you're looking at, you may just want to consider dual 6990m's instead.
Either way, dual cards in general are more problematic than a single card so if your choice is between SLI 560's and a single 6990m, I'd go with the single card because it's very similar in performance.

I personally prefer Nvidia cards, but at the moment AMD has them beat pretty solidly in the price to performance ratio. -
6990m all the way.
As stated, SLI can quite often be problematic and it's not worth troubles. -
