    Dual 560m's will only be about 10-15% faster than a single 6990m. Depending on the model you're looking at, you may just want to consider dual 6990m's instead.

    Either way, dual cards in general are more problematic than a single card so if your choice is between SLI 560's and a single 6990m, I'd go with the single card because it's very similar in performance.

    I personally prefer Nvidia cards, but at the moment AMD has them beat pretty solidly in the price to performance ratio.

    6990m all the way.
    As stated, SLI can quite often be problematic and it's not worth troubles.
