    Is it possible to dual boot win 7 and win 8 with the same user settings so that I can use the one I want whenever I want?

    Seems unlikely but just asking

    hmmm im sure theres a tool somewhere on the net that allows u to specifically save ur windows user settings and import them into a different win install. google is ur friend :p

    yea by doing it manually. ;) going forward from windows 8 you'll be able to do this à la microsoft accounts depending on what user settings you're thinking of, but not really between W7 to W8.
