There are two ways to take away frame stuttering in Skyrim, such as when viewing fire. When I first posted this thread I had only known of the FPS limiter, a method that leads to screen tearing. I discovered another way to limit FPS while maintaining vsync:
1. Download Dxtory.com | Home
2. Install and make sure the program runs as admin (also make sure Skyrim is set to run as admin)
3. In Dxtory, go to the advanced tab. At the bottom, select limit video FPS and change the default to a number of or below 60. *EDIT* I originally chose 55FPS, but discovered that the game still runs without stutters when the limit is set to 60. Thus, the game runs like it is in normal vsync that replaces the dysfunctional Skyrim vsync that leads to stuttering. Make sure you do not choose a number above 60, as the game can have physics problems if your frame rate goes above 60.
4. Minimize Dxtory, make sure vsync is ON in your SkyrimPrefs.ini (iPresentInterval=1), make sure Vsync is set to "on unless application specifies" in CCC, and play Skyrim
5. Your game will now be limited to a specific FPS with no stuttering and no screen tearing!
