I apologize, if I should be posting this somewhere else, becuase I highly doubt the reason for this issue is the the fact that the laptop is a 170HM in fact everything indicates that the issue lies with the graphics card.
I'm posting mostly to sate my own curiousity on what the exact issue is and on the off chance something might actually be done about it (other than buying a new card).

The computer wasn't doing anything graphically strenous when it happened. Just a game of civ 5. The screen went blank and upon restarting. I was greated by this image:
link (the straight lines obviously aren't supposed to be there) on both of my screens. After a few seconds of on thewindows loading screen, the screen went black

Windows are accessible in safemode, or in normal mode if the drivers are deleted or the display device is disabled.
Installing the drivers turns the screen black mid install, enabling the device does the same.
This is how the problem looks in windows ( link) and another picture where the issues appears all over the screen ( link).

So based on this, does anyone per chance know what failed on my graphics card and is there any chance that the card is salvagable.

You could try baking the card as a temporary fix, eventually it would need a replacement card.
