As you can see. I can't change anything about it.
    I am using clevo x7200 with i7 990x, 485m sli, 12g ddr3 1600, 120g ocz ssd.
I have tired version 3.3020/3.3023/3.3029. All of them just don't work.

I saw some one who has almost the same laptop as mine (except the cpu) get this thing work perfectly. What's wrong with my laptop? It can't be the software problem, I just re-installed the OS again and havn't instralled any other software yet (except drivers).

    Installed 3.3005 and it works

Thats a you have XTU in the BIOS of that X7200, as soon as you put a BIOS with XTU on it on a X7200 that will be disabled. Good news is all the hotkeys will still work fine.

I didn't work when I was using my old i7 950. I didn't have XTU in the BIOS at that time...I just recently upgrated my cpu to 990x.

Same here - with i7-970 and the newest Clevo Bios version...
Had that since the beginning and did 2 clean installations of windows since I got the X7200 (had nothing to do with it though) - everytime same thing.
But I don´t see anything that´s influenced by it...?
