I have my Sager NP2090 docked in a monitor stand on top of a Targus cooler (the one with the USB hub). What's a safe, normal CPU temperature for basic web browsing and stuff.
Also does anyone recommend a good CPU and GPU temperature monitor for Vista 64bit? I know that people recommend not to have the lid closed when the laptop is on, but I'm using a cooler so I just want to know if it's cooling my laptop to an acceptable level.
Currently my temperature is 61 degrees Celsius in RivaTuner (I don't know if it monitors GPU temps), and I'm just web browsing. Is this ok? What's a good range to be at?

I would check your normal temps and then compare them to closed with the cooler.
My gut feeling here is that what you're doing is probably a bad idea.
I think that I checked my CPU temps for light tasks on the 2090 and it was around 35-40C (not positive, this was a while ago)...so 60 seems a bit high for web browsing. My GPU idles around 60. GPUs run hotter than CPUs, so if your CPU is up that high for web browsing, it's probably not a good idea to game with it like that. -
I have not had it on a cooler yet since I just got it running tonight and my new cooler hasn't arrived yet, but mine definitely gets a little toasty on the right side even with the lid open so I would probably advise closing the lid while it is running. Even if you closed it to a 25 degree angle or so would allow much better air flow than fully closed if you do not want it open all the way.
As for temps I am not much of an expert in that regard, but plan on trying to do anything I can to prolong the life of this laptop which would include keep temps down to a reasonable level.
