I noticed my 1070 only runs at roughly 1480 Mhz if there is a more graphically demanding scene in a game. If there is less for the GPU to do it clocks up to 1800 Mhz. Seems really backwards.
Looking at the graphs in MSI afterburner it seems it's due to reaching the power limit. This must mean desktop 1070s really are a lot faster than laptop 1070s, if a 1070 in a laptop can't run faster than around 1480 Mhz when it actually matters.
Is there a way to increase the power limit? Haven't seen any way to change it.

I suggest reading some articles on anandtech and listening to some videos on Linus tech tips to understand boost 3.0 on Nvidia and why it works that way.
