I've had this issue with every single driver update except for stock. I go to modify application settings, click to save it, and CCC crashes and will never open again until I delete the user.blb file or reinstall CCC. For example, I'm trying to play Dreamfall: The Longest Journey in anticipation for the sequel on kickstarter, and it has a similar grass issue compared to Alan Wake. Disabling AA in-game fixes the texture and I was hoping to add it back through CCC. Go to try it and it crashes. Had the same issue modifying Far Cry 3 and Alan Wake. These are all on different driver revisions mind you. Right now I'm on 13.2 beta 2.
Anyone got a solution to this problem? I don't like having to delete my profile every time I want to change settings as it's kinda doing a one-step-forward-nine-steps-back kinda thing.

This might be one case where you could use driver sweeper between installs to try and clear out any currupted files.

Well, I don't think that would work as I've tried reinstalling stock CCC in one of the earlier 12.11 betas, and was error-free before updating it to the 12.11p drivers and recently the 13.2 betas. Anyway, after a couple tries of deleting the file and recreating a profile, it stopped crashing on changing a profile. However when deleting the file, the switchable graphics settings also resets, and when I tried setting something, that caused CCC to crash. Deleted user.blb again and I'm just going to leave everything unassigned for switchable graphics so I can create game profiles. The problem seems to stem from a combination of creating game profiles on top of setting something to power saving or high performance.

Make sure you submit a bug report to AMD on it
I cannot figure out how to keep CCC from crashing on creating/editing any profile
