Is there a utility that can show the speed of each indivisual core ???

The cores run at the same clock speed. Use task manager to check useage.
-
and none of them 4 or 8 cores each run at their own individual speeds ???
-
correct.
all cores are throttled to the same speed.... even if their load is different.
like if Core 0 has 50% load, which Core 1 is showing 14% load.... both cores will still be running the same speed.
RMclock and CPUGenie will show you this. -
Is CPUGenie to be prefered over CPUZ?
-
CPU-Z is mainly for monitoring or info gathering use.
CPUGenie, like RMclock, is useful for monitoring and underclocking -
Not to get off topic, but I was reading somewhere that the i7 has the ability to under/over clock a core if the others are not being used. Is this true?

Processors being able to downclock the cores not currently in use would make sense when thinking about the power usage of laptops.
-
Penryn processors can do that. The mobile version.

I use Rivatuner to view all core speeds.
Is there a utility that can show the speed of each indivisual core ???
