    Long time no post... CPU running small

    Hello Gentlemen and Ladies of the laptop world.
    I'm writing in regards to a cpu throttling issue that has me once again looking to you guys for some serious answers. I have a P870TMG1 with an 8700k that will not clock faster than 2.8ghz. This computer was bought in and around the spring of 2018 from HIDevolution, and has been well used and never cleaned out. I have always used a 5 fan cooling pad underneath it from day 1. I include these details because I think it may be relevant but I'm not sure. This particular machine has the unlocked, overclocked, de-lidded and undervolted 8700k, a GTX1080 and 32 gigs of ram, Prema bios and I have toyed around with overclocking it and goofed with the bios setting plenty of times. Anyway, she will only clock up to 2.8ghz no matter what i do. I've tried resetting the bios to factory optimized using F3 in the menu to no avail. I've tried every trick I know (which ain't many!) to get her to spit out some higher numbers but no. Won't happen for me. I assumed that If it was a thermal throttling issue I would be able to post 4.7 or at least 3.7 until she got hot, but it seems locked down to 2.8.
    Any help at all would be greatly appreciated.

    OH! I forgot to mention. Because I am an idiot, that when I watch the numbers in HWInfo or CPUID CPUZ I see no overheating issues at all!

    If you have an Intel CPU and you are having a throttling problem, why not post some ThrottleStop screenshots? The main screen, the TPL window and the FIVR window would be a good place to start.

    2.8 GHz is an unusual number for this CPU so I would like to see what ThrottleStop has to say. Run a log file while your CPU is loaded or open up the Limit Reasons window and see if anything is red.

    You need to have the limits window open while the CPU is under load.

    In the ThrottleStop FIVR window it shows that Speed Shift EPP is set to 178. That will limit your CPU performance. Try using the Windows High Performance power profile and see if this changes.

    Having the CPU Core IccMax set to 40 will also kill performance. Use ThrottleStop to set this as high as possible (255.75) or adjust this in the BIOS.

    There does not appear to be anything wrong with your CPU. It is just how someone has set it in the BIOS. When you first run ThrottleStop, if it does not find the ThrottleStop.INI config file, it will read this information from the CPU. What it has read from the CPU does not look good.

    The turbo power limits in the TPL window probably do not look good either. Make sure the PP0 Current Limit is set to 256.

    40 amps at 1.3v (generous), 52W of power allowance. Yeah that wont clock much.

    Were you able to solve the problem by making adjustments in ThrottleStop? What adjustments did you make? If you adjusted the current limit or IccMax, look for something similar in the BIOS.

    At this point im looking for donald @hidevolution since whatever i screwed around with in the bios seems to have bricked my laptop. Guess I need a shipping address.

    With the laptop off, hold down Fn+D while pressing the power button to do a CMOS reset.

    worked. thank god. I'm an idiot

    ohhhh i was so scared boys... but anyway, lets see if that fixed my issues

    Have you tried adjusting the values @unclewebb suggested you to adjust with ThrottleStop, instead of changing them on the BIOS?

    so yeah, it looks like I when I turn up the power limits in the TPL page and click apply my clock speed jumps up to around 4.3. Now how to do I get it to hold these numbers? seems like after a while it falls back down to 2.8~2.9 and I still dont know what Im doing

    You need to show me exactly how each screen of ThrottleStop is setup. If you have made changes, I need to see updated screenshots. I also need to see one with your CPU loaded. You can use something simple like the TS Bench test. While that test is running, open the Limit Reasons window. Let's see why your CPU is throttling to 2.8 GHz. I hope your IccMax is not still set to 40 Amps.

    So, the crazy thing is, as soon as I open ThottleStop my clock speed jumps up from 2.9 to 3.7. I have tried like mad to figure it out in my bios. I can get the speeds I want with throttlestop open but I just dont seem to be smart enough to do it in my bios. Reset the cmos battery like 3 times now

    That is good that you haven't. We are getting reports that you loose CPU Boost after using Obsidian tools.

    Welp,It looks like I have used Obsidian tools on this computer. Ive downloaded the updater and the control center. But I never activated it. I'm guessing that might be it. Maybe you dont even need to activate it. damn.

    For the 8700K, the default turbo ratio limits from top to bottom in ThrottleStop are 47, 46, 44, 44, 43, 43.

    You have all of these set to 37 which will limit your CPU to 3700 MHz. Is that what you want? Your temps are great. This is a performance CPU. Set it up properly so it can perform.

    If you have to use ThrottleStop is that really such a bad thing? It seems like a safer way to do things compared to making changes in the BIOS and bricking your laptop.

    Yeah I can bump it up to 4.7 all cores and it fires right up , I guess that really wouldnt bother me so much if the clock didnt go right back down to 2.88 as soon as i open a game. ThrottleStop doesnt seem to be holding that clock for me when I open a game.

    I hold 5Ghz, even on the stock BIOS 4.7Ghz should be perfectly attainable.

    It is perfectly attainable. Its just that even with flex ratio override set to 37 it still just sits at 2.88. Open up throttlestop and it jumps up to what its supposed to sit at, 4.3. Open up a game, falls back to 2.88. I dont know what in the hell...

    Are you leaving ThrottleStop running? What settings are you using? Post some more screenshots of your current settings. This does not happen unless one of the settings like IccMax is not set correctly.

    In the Options window, enable Add Limit Reasons to Log File. Press OK, go back to the main screen and check the Log File option. Go play a game and when finished, exit the game and exit ThrottleStop so it can finalize your log file. Attach it here so I can have a look. You will find this file in the ThrottleStop / Logs folder.

    Run a test like the TS Bench test. Do some 1 Thread testing and some full load testing. Post screenshots while your CPU is loaded with the Limit Reasons window open.

    If you have used fan control by obsidian, program tends to mess up massively the clocks of the cpu. I think the problem lies in their clevo service that is running in the background.

    I think the deal is nearly sealed. I tried windows 10 fresh start this evening.
    First time it stalled out while restarting itself. Powered off the machine.
    Powered it on and it booted back into windows without changing anything.
    I thought, oh heck I should unplug all this **** like the mouse and controller and laptop cooler and try it again.
    Upon trying again it fell into an endless boot loop. Will not boot into safe mode.
    Reset the cmos battery.
    Tinkered with boot options and now it says the operating system is windows 8+.
    Evoc logo upon startup is so large it's cutoff on the edges by the screen.. boot-looping.
    Anyway Im over it for tonight. I did have the presence of mind to take a picture of my windows key after the first failed fresh start. Dont know if I will be able to use it again.
    Not sure what's up. Reinstall windows off a usb drive?
