Does 2 x 4GB give better performance or 4 x 2GB?

Neither. Performance will be basically the same between them. You'd only notice performance issues if the 4x2GB sticks were of differing speeds, or if you put in an odd number of sticks.

How much of a performance difference is there between 1333 mhz and 1600 mhz ram?

There is approximately a 5% increase in overall performance. There is also a approximately 5% more when going from 1600Mhz to 1866Mhz. The difference may be as little as 3%, but on average you'll see about 5%. -
In terms of gaming, the difference is often less than 1 fps across the entire range of current DDR3 speeds. The difference in media coding can be greater though, depending; the same article points to 1600 as the "sweet spot" in terms of value here.
Personally, I would go with more RAM over faster RAM any day, but if you've got the cash, hey, why not? -
But the 4 x 2GB is cheaper... can I change my order if that is the case?
-
The other thing to think about is upgradability - if you go with the 2 x 4, you'll have those other 2 slots free and easy to access if you ever want to go higher than 8GB.
-
8 should be more than enuf for most operations even gaming rite? why would I need more than 8GB?

For showing off like real nerds do
(no offense intended, Im a nerd too)

For future upgrading possibly, it may be beneficial to get the 2X4GB modules instead of the 4X2GB ones
