I've tried everything I can think of, but nothing's working. I've tried to download the new drivers for the card, but it won't even let me do that because it's saying I don't have a graphics adapter. In the Device Manager under Display Adapters it's just showing "Standard VGA Graphics Adapter" and nothing else. I've tried disabling that and uninstalling it, and still nothing. Please help!

Did you get this 6990M from your dealer or reseller? If indeed it is a Clevo AMD 6990M did it come with the proper heatsink for the card.
It is different than the 560M heatsink. Did you physically remove the card and reseat it into the slot? This is one trouble shooting step.

As far as I can tell, the BIOS for recognizing AMD6990M is different... Not to speak for the heatsinks and power supply (if you were with 560M)

Thanks for the responses. Okay, so after fiddling around in the default ATI folder in C: Drive I managed to get the laptop to recognize the 6990m and finally transition over to 1080. However, I'm now trying to download the new drivers off the AMD site and I'm being told that "AMD Catalyst Mobility cannot be downloaded due to incompatible hardware/software on your computer. Your computer does not contain a proper graphics adapter." Any ideas on how to resolve this? And just to clarify, this laptop was put together by Malibal.

Many have found it beneficial to install the Clevo version of the driver first then install the one on AMD's site.
You might try the one in the link below first

There also was a recent update to AMD Driver Autodetect that fixes the compatible hardware not found error.
|MG| AMD Driver Autodetect 1.0.2.0 Download
Presently the best driver is 11.10 Preview 3 Beta for playing BF3 and Rage.
AMD Cat 11.10 Preview 3 (8.901.2 October 16) download from Guru3D.com -
I tried installing the VGA Driver from the Malibal disc but that's telling me "Device was not found or please enable it before installing its driver".
I also tried downloading the 6990m zip file earlier on but it's acting as if the link does not exist. Do I need to download a zip file extractor before I can even download a file of that nature?
And yup, I downloaded the most recent version of that AMD Driver Autodetect too and it's still saying the same thing.
I really don't know what else to try. -

Now create a new folder on the desktop.
Right click on the downloaded exe file and intall into the new folder.
When it finishes extracting cancel the installation.
Now open device manager>display adapters>and 2X click on the device name
Now go driver>update driver>browse computer>let me pick>highlitght device name>have disk>browse to folder where the driver was unpacked to>desktop new folder
Go to the Display folder and click on the inf file -
