I purchased a P650SA a month ago, the stock OS is Windows 7 and I updated it to Windows 10.

I have a Sandisk Extreme CZ80 16GB, I've found that system cannot POST with CZ80 after a cold boot/reboot. But it can POST if I perform a hot reboot OR force CZ80 to work on USB 2.0 Mode(block USB 3.0 pins).

I've updated EC and BIOS to 1.03.05, but it did nothing.

    How can I resolve this?

Does it do it with any other device? Have you disabled any unused boot options?

All USB 2.0 device works fine on my laptop. My Desktop POSTs well with CZ80 in USB 3.0 port, so there is no problem with my CZ80.
    All boot settings are default.

I suggest you have your primary drive as the boot drive and set the rest to disabled.

With CZ80 plugged (3.0 Mode), I cannot even get into BIOS settings.(It freezes until CZ80 is unplugged)
With CZ80 plugged (2.0 Mode), all things work fine, I can get into BIOS settings, and boot from USB.

BTW, I saw this post http://forum.notebookreview.com/threads/sager-np8651-cant-boot-from-usb.779032/
His P650SE seems to have the same problem as mine, but I don't know whether he has a USB 3.0 device.
