    Do you have XTU or TS open at the same time? Something that might be happening is, even though you've set your CPU frequency in BIOS, having XTU/TS overrides the settings.

    TS = Throttlestop

    Can you post a screenshot of your OC settings?

    If you go to Window's Power Options -> Change advanced power settings -> Processor power management -> Can you double check to make sure the "Maximum processor state" is set to 100%?

    Did you check your frequency when under full load? Even though you have C-states disabled, you have speedstep on, so I'm wondering if that might be the culprit.

    What BIOS version is that? Is it self modded or from a reseller?
