I was wondering if there is a program that allow you control when to charge the battery?

You can stop charging anytime or start charge anytime when the battery is not full.

    Is there such program?

    nope.

only a few notebooks, like Lenovo, that have software included that can manage battery charges.

the easiest way to keep your battery healthy:
    - each day just let your battery have a full charge cycle (unplug it and let the battery drain to around 10%, then plug it back in to charge to full)
